Historical background of Fire Services in Pakistan.
Pakistan inherited the Fire Services from the off going British Government in 1947. It was a war-oriented service, at that time. Mainly developed during the Second world war. As war tends to increase fire accidents to a larger extent, hence this service was organized, with the basic intent of saving government properties. Initially, it was named as Air Raid Precaution units that existed before 1951. In the same year, the Civil Defence (Special Powers) Ordinance, 1951 (VI of 1951), which eventually became the Civil Defence Act, 1952, and the Civil Defence Rules 1966 and 1968, were also passed.
In 1951 it was designated as Civil Defence Directorate, which prepared the policy framework and Training Institutes for the basic and advanced Fire Fighting Training institutes. Under the Local Government Ordinance, local governments, i.e. Municipal Corporations were made responsible for organizing the Municipal Fire Services, in their areas of responsibility. Federal Civil Defence was given the responsibility of setting up training institutes for the municipal fire services.
Provincial Civil Defence departments were made to implement the Fire Prevention laws, in the provinces. Thus provincial Civil Defence Departments started imparting basic Fire Fighting Training, as a part of the implementation of the Fire Prevention, laws, along with the advice to have some minimum fire fighting arrangements in case of outbreak of fire.
